- Constitution of The Republic of South Africa
- Knowledge of National Land Transport Act
- Legislation governing Transport Management within Public Service. Knowledge of the Public Service Regulations
- Public Service Act
- National Road Traffic Act
- Promotion of Administrative Justice Act (PAJA)
- Promotion of Access to Information Act
- Protecting of Personal Information Act
- Public Finance Management Act
- Treasury Regulations

Duties
Identify vehicle needs.
Facilitate procurement of fleet.
Administer the registration and licensing of fleet.
Maintain assets register.
Monitor compliance with fleet, subsidy and maintenance policy and contract.
Manage resources (human, financial, assets / equipment)
